tu NRC DOCKETS 50-321, 50-366 OPERATING LICENSES DPR-57, NPF-5 EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 REQUEST FOR CHANGE TO ENVIRO WENTAL TECHNICAL SPECIFICATIONS Gentlemen:
Pursuant to 10 CFR 50.90, Georgia Power Company hereby requests a change to the Environmental Technical Specifications, Appendix B to the Operating Licenses.
The proposed changes are:
1.
Delete Sections 3.1.2.1.1, Benthic Macroinvertebrates; 3.1.2.1.2, Entrainment of Ichthyoplankton; 3.1.2.1.3, Impingement of Organisms.
Required surveillance for these sections has been completed.
Georgia Department of Natural Resources, Environmental Protection Division has verified our conclusion that no adverse ervironmen'al impacts have been identified.
2.
Delete Section 4.1, Erosion Control Inspection This section calls for semi-annual inspections until stt ollization of soil and vegetation is achieved.
In our opinion, the point of soil-vegetation stabilization required has been attained.
3.
Delete Sections 3.1.1.1, Thermal; 3.1.1.2, pH; 3.1.1.3 B100ide These sections essentially duplicate effluent monitoring requirements set forth in Part A of NPDES Permit Nun ber GA 0004120.
In light of the " Yellow Creek Decision" ( ASLAB-515), it is our opinion that such duplicative requirements should not be contained in the Environmental Technical Specifications.
The Plant Review Board and Safety Review Board have reviewed and approved these proposed changes and have determined that they do not involve an unreviewed safety question.
The proposed changes only delete sections that have already been satisfied or are duplicated elsewhere.

Enclosed with the proposed changes are a determination of amendment class, instructions for incorporation of the proposed changes, and payment of applicable fees.
