50.55(e) report on this issue.

Consumers Power Company informed the NRC on December 7, 1978 of a potentially reportable matter concerning the plant conditions following a Safe Shutdown Earthquake (SSE) and assuming the loss of offsite power and all non-safety grade systems. The specific issue is that. no engineering evaluation is available which addresses the unavailability of pressurizer heaters during plant hot shutdown.

CP Co initially considered performing a complete engineering evaluation to define the plant response to unavailability of pressurizer heaters during plant hot shutdown. Also to be investigated were the specific operating procedures which could be taken following an SSE to assure acceptable conditions.

Instead a decision was made to upgrode to Class 1E the pressurizer control and power supply, cable and connector assemblies and pressurizer heaters in heater banks 5 and 6 in each pressurizer.

In addition, pressurizer level instrumentation is being upgraded to Class IE.

B&W is responsible for procuring and qualifying the cable and connector assembly. The sample cable and connector assemblies have been aged and seismically tested. An additional seismic test is planned to envelop any future increase in seismic requirements.

It is proving to be extremely difficult to produce a steal pressure temperature test set-up to simulate the postulated rapid rise-high temperature conditions (ie, 460'F plus margin within 10 secceds) which occur during main steam line breaks.

Present forecast is that this can be achieved during 1981. When available, a summary of the test results will be included in the Midland FSAR.

Bechtel is responsible for procuring and installing the remainder of the affected equipment and is now forecasting completion of this installation by the third quarter of 1982.

This is a final 50.55(e) report on this issued because:

(a) Part corrective action is to upgrade components eliminating the safety concern.

(b) Corrective action is underway, and there are adequate tracking methods to insure completion. Qualification will be reflected in the FSAR.

l (c) The FSAR has been revised to describe hardware modifications and will include necessary information for independent evaluation.
