Subject:

Calvert Cliffs Nuclear Power Plant Unit No.1&2, Docket No. 50-317 & 50-318 Control of Heavy Loads

Reference:

(a)

NRC letters dated 12/22/80 (forwarding NUREG-0612) and 2/3/81 from D. G. Eisenhut to All Licensees (b)

BG&E letter dated 6/25/81 from A. E. Lundvall, Jr.

to D. G. Eisenhut, Control of Heavy Loads (c)

BG&E letter dated 9/30/81 from C. H. Poindexter to D. G. Eisenhut, Fire Protection Modifications Gentlemen:

Reference (b) described the interim measures being employed at Calvert Cliffs Nuclear Power Plant to control the movement of heavy loads in response to Reference (a) and proposed an extension of the submittal dates for two reports required by Reference (a) dealing

'9 the general and specific requirements for overhead handling systems.

The submittal date extensions as requested by Reference (2) were November 1, 1981 for the response to Paragraph 2.1 of Reference (1) and March 1,1982 for the response to Paragraph 2.2.

We now find it necessary to further extend our submittal date for the report addrcuing Paragraph 2.1 General Requirements for Overhead Handling System.; from November 1,1981 to January 1,1982. Our reason for this delay, which is due largely to overlapping NRC requirements, and the compensating measures taken to ensure safe load-handling are described in the following paragraphs. The schedule for s.bmission of the Paragraph 2.2 information remains March 1,1982.

4 We have not been able to complete the comprehensive review of all overhead handling systems which could impact on safe shutdown or decay heat removal systems as requested by Reference (a) because the identification of such systems was undergoing a significant review as a part of our response to the requirements of 10CFR50 Apperidix R.

The results of this review are contained in our recently submitted " Report on Alternate Safe Shutdown" and its supporting document '" Interactive Cable Analysis,"

Reference (c).

We are employing the services of an archite.,

..Jneering fi m to conduct the rather complex review of the heavy loads handling ise-taking into account the essential information just recently made available by Reference (c). As stated above, we expect this review to be completed and the subsequent report submitted by January 1,1982. We will inform you if any further problems arise as soon as we are aware of them.

In the interim, we have revised our Quality Assurance Program to incorporate compensating measures requiring that all heavy loads be evaluated and that those loads identified as critical loads be covered by a written procedure and a prescribed safe load path.

If you have any questions concerning our approach in this matter or the revised schedule, please let us know.
