I am writing in regard to the Diablo Canyon Nuclear Power Plant licensing.
I am a Californian, as well as a wife, mother, and employee.
I care about what is happening here, (in'CA.), as I care about what is happening all over America.
I am not gaing to try and convince you of my opinions.
I personally prefer alternative means of energy sources, such as the sun, but that is my viewpoint, and I am not trying to push that on you.
However, I do believe, Mr. Palladino that there are some convincing arguments against Diablo which we may share, regardless of presently existing viewpoints.
Are you aware of the " gas leak" which occurred in San Francisco, approximately 5 weeks ago?
Pacific Gas and Electric responded to the situation as supposed, however, it was later ' discovered' that the gas line (which contained a standard gas commonly used in such underground lines),
contained asbestos and P.C.B.
P.G.
& E. had been previously ordered to clear the lines of any asbestos.
They obviously failed to comply.
The P.C.B.was supposedly cleared from all lines according to P.G.
& E.
- Yet, P.C.B. was escaping with the gas just S weeks ago!
P.C.B.
is a known carcinogen.
45 minutes lapsed before P.G.
& E.
notified the press and the general public of the presence of P.C.B.
Meanwhile, thousands of people were in the area (This incident occurred in the busiest part of downtown San Francisco).
Is this the kind of agency you want to license - for nuclear power management?
I am aghast!
Please inquire into the P.C.B. matter further if you don't wish to take my word on it.
I am aware that gas leaks are different from nuclear power management, but that is the crux of the situation.
If simple gas lines cannot be adequately maintained, how can we expect nuclear power plants to be maintained?
Serious consideration should be given to to the capability of such an agency to maintain rules and regulations.
Mr. Palladino I am sure you are aware that Diablo is located on the San Andreas Fault Line.
I don't know if you have ever been in an earthquake, so I will explain something.
A small one causes I
the earth to shift, adjusts the position of houses, and (if power-ful enough), uproots whatever is in the way.
It's a strange sensation - to experience a " tremor" (minor e arthquake).
In a big quake' imagine what would happen to the people of California, possibly Palladino, we don 't have all the answers half the country?

The protesters are con-cerned about the operation of the nuclear plant.
The plant is located less than three miles from an off shore earthquake fault.
The protesters are concerned about their lives, they feel operating the plant would increase the chance of an earth quake.
The lives taken, if an quake would accure would be worth more than any plant would ever be worth. if the plant is endangering people's lives, the plant wnuld be doing more harm than good.
I have always believed the government represents the good of the people.
But I don!t see how this could be good.
Isn't there another place where the plant could be relocated?
The protesters would be happy and the Diablo Canyon Nuclear power plant could operate in full ree.

I have had some correspondence with Harold Denton, and was pleased to read of your encounter with hi= in the San Francisco unronicle. Frankly, the real proble with Diablo has been the hotshots in both PGLE and govern =ent, fro = the beginning.
But I want to =ake two points, while trying to keep this brief.

Diablo is one of those cases where =eteorological condi-tions should have been considered specifically, as pro =ised in NUREG-0654.
West coast winds sweep across the landtat 3 or 4 times the speed allowed for, in UUREG's lengthy require-cents for staff actions, in a plant emergency.
NUREG allows "from one to four hours" for exposure to cross the 10-=11e evacuation zone.
Our winds, as shown on the =ap, allow fro =
15 =inutes to a half hour.
Yes, we hear that higher winds break up the radiation; but cost Diablo opponents rank that among the state =ents by, or on behalf of, PGLE which eventually prove false.
(Like their statement during the blockade, that Diablo's safety "has been confirmed time and time again.")
Partly because of our winds, partly because of the Hosgri fault, and partly because of distrust of PGLE, the second point may be more of a proble: than the NRC realizes:

It is virtually impossible for our local officials to esent a really feasible evacuation plan for this area.

Thousands of us will be up and out on the roads, at the first jolt of a large quake, or the first hint of an emergency at Diablo, because we know the time is limited.
(Please don't think I'm panicky or trying to panic you.
My husband and I have camped all over this county for twenty years; we know the roads and the-people.) LetY 1ook at those roads, on the enclosed map:
The pacific naturally blocks escape to the west.
The coastal road running north from Morro Bay has only one road leading inland and four gas stations, from Hearst Castle to Carmel --
aooutb5 miles.
This is the Big Sur road, winding along stair-steep slopes, often closed in fog or store, and for a couple of days after a heavy storm, for road-clearing.
Freeway 101, north and south, is the only b3afe" route, since
' incoming traffic might be stopped, thus allowing four lanes outgoing.
However, there are very few supply points along this road, beyond our county lines.
(We are, according to the 1980 census, about 200,000 people -- fairly isolated hereatthesouthendofthehighSantaLuciaMountains.b The three roads _ eastward from Paso Robles, Atascadero, and Santa Maria-Vandenberg, run almost immediately into the barren desert strip along the San Andreas Fault.
There are about a dozen gas stations in that whole sweep.
Thousands of people can be stranded, with no. supplies or medical help.
Or water; the road from Santa Maria appears to have a river along it, but in the dry season you have to know where to dig for water in its bed.
In summer these roads have killing desert temperatures for unprepared people.
I'm sorry, but that's the general situation.
Our situation in Los Osos-Baywood Park, 8 mile.s north of dh Diablo, is this:
11,000 population, with two roads leading out.
The one east toward San Luis is to be avoided; it runs narallel to Diablo, and if the winds are bloming southeast, 3an Luis people may be flocking down it to get upwind of Diablo.
