Dear Mr. Denton:

This correspondence *esponds to the Confirmation of Action Letter dated September 11,1981, oncerning the appraisal of the Emergency Preparedness Program for. the Crystal River Unit 3 facility. Florida Powei Corporation hereby provides the following responses.

Florida Power Corporation will take the appropriate actions to comp etc items 1.a, 1.b, and 1.c of your September 11, 1981, letter prior to restart from the refueling outage scheduled for mid-December,1981. Item 2 of the September 11 letter references irregularities in the meteorological data system requiring further evaluation. The actions specified below will be taken for each respective item.

Item 2.a.

Evaluate the effects of surface conditions in the vicinity of the meteorological tower, including the proximity, size, and thermal effects of the coal piles and the inconsistent ground cover, waste, and debris in the general area of the tower.

Response

Florida Power Corporation has initiated a request for a study to be performed by Gilbert Associates, Inc., to evaluate the surface conditions associated with the present meteorological tower.

This study will be completed by January 1,1982.

In addition to the study, the ground adjacent to the meteorological tower will be leveled by December 1,1981, and steps taken to prevent the dumping of debris in that area.

Response

An evaluation of the absence of acceptable alternative sources of meteorological data will be made prior to the restart of the unit. -In the iterim, meteorological data is available from Cross City, Florida and Ruskin, Florida, as an alternative to the on-site meteorological data system.

Item 2.c.

Evaluate the capability of the meteorological system to assess the impact of the shoreline environment upon a plume trajectory, following a postulated emergency event.

Response

Gilbert Associates, Inc., completed a study for Florida Power Corporation on September 11, 1981, titled ' Crystal River Meteorological Tower Data for Gulf Breeze Effects."

This study evaluated the impact of the shoreline environment on meteorological conditions local to the Crystal River site. It was determined that the Meteorological Tower can detect the sea breeze effect but cannot predict the distance inland where wind patterns change.

Based on this information, Florida Power Corporation is evaluating the appropriate compensatory measures to accommodate this finding.

These measures will be identified prior to restart of the unit.
