Why did not the NRC stop construction immediately ?

Now a major flaw involving the stress analysis of pipe supports us has been found. This flaw may affect the ability to withstand earth-quakes -- which occur periodically along the Pacific coast.
The PG & E Company, the builder has announced an indefinite delay.
HOW COULD IT BE THAT THIS PLANT WAS ISSUED A LICENSE 7 WHAT KIND OF INSPECTION DOES THE NRC DO ?
Your credibility is zero. You didn't inspect a major diagram. You weren't even able to find a major design flaw.
The Diablo Plant has a dozen other problems, including evacuation and plant security.
NO WONDER THOUSANDS OF DEMONSTRATORS WERE ANGRY THAT YOU DARE ISSUE A LICENSE.
You have callously put the 2.3 billion dollars of the industry before the life of the citizens you are supposed to protect.
YOU MUST NEVER ALLOW THE DIABLO CANYON PLANT TO START-UP!
