Subj ect: Appendix R of 10 CFR Part 50 - Fire Protaction Fule (River Gend Huclear Group, Units 1 and 2)
The Comission published a revised Section 10 CFR 50.48 and a new Aonendix R to 10 CFR Part 50 on Hoven 5er 19,1930 (4 5
?, 76602). This rule became cflective on February 17, 1981, and it specifies certain fire orotection fea*.ures for operating nuclear power plants licensed before January 1979. The technical requirements stated in Appendix 3 we e adopted after several years experience with the fire protection guidelines of Aooendix A to BTP-A53 9.5-1 in evaluatina fire protection programs. A copy of the Federal leoister totice is enclosed (Enclosure 1).

Accordingly, as part of your overall fire protection progrd1 su'miittal, we request that you include a co1parison of your fire protection prograa to ADpendix R to 10 CFR Part 50.
Specifically identify and justify any deviation from Annendix R.
Devia tions froa Appendix R should be identified as early in tha review process as possible, so that they may be resolved and all fire protection features be inpleiented by the tine the plant is ready for fuel loading.
