The Corr 115sion published a revised Section 10 CFR 50.4S oui a new Accendix R to 10 CFR Part 50 oq Novt:nber 19,1980 (4 5 F'1 76602).
This rule bccane effective on February 17, 1981, and it specifies certai:1 fire protection features for operating nuclear power plants license I before January 1979. The technical require 1ents stated in Ascendix E vere adopted after several years exp2rience with the fire protection guidelines of Appendix A to GTP-AT 9.5-1 in evaluating fire protection prograqs.
A copy of the Federal Recister t'otice is enclosed (Enclosure 1).
The technical requirements of A9pendix R to 10 CFa Part 50 are nou being used as quidelines in our evaluation of the fire protection program for plants under review fcr operating licenses.
It ;ns been our recent practice to perfornt the fire nrotection rev iews for OL plants using the provisions of Appendix R.
Accordingly, as part of your overall fire protection progra7 submittal, we request that you include a co.iparison of your fire protection prograq to Aopendix R to 10 CFR Part 50.
Specifically identify and justify any deviation from Appendix P.
Deviations fru Appendix R should be identified as early in the review process as possible, so that they may be resolved and all fire protection features be impienented by the tine the plant 'a ready for fuel loading.
