Tne Comission pthlished a revised Section 10 CFR 50.49 and a nea Anpendix R to 10 CFR Part 50 on NovenSer 19,19n0 (4 5 FR 76602). This rule beca1e effective on February 17, 1911, and it specifies certcin fire protection features for operating nuclear pouce plants licensed before January 1979.

The technical requirements of Angendix 0 to 10 CFD. Part 50 are non being used as guidelines 11 our evaluation of the fire orotection program for plants under review for operating licenses.

It has been our recent practice to perfor1 the fire orotection reviews for OL plants using the provisions of Appendix el.

Accordingly, as part of your overall fire protection progral suhaittal, we re' Nest that you include a calparison of your fire protection program to Aopendix R to 10 CF:1 Part 50.

Saecifically identify and justify any deviation from Anpendix R.

Devia tions fral Appendix P should be identified as early in the review process as possible, so that they raay be resolved and all fire protection features be 1aplemented by the tine the plant is ready for fuel loading.
