APPENDIX A NOTICE OF VIOLATION Carolina Power & Light Company Docket Nos. 50-324 & 60-325 Brunswick 1 and 2 License Nos. DPR-62 & DPR-71 As a result of the inspection conducted on August 10-14, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violations were identified.
A.
Technical Specification 6.11 requires that procedures for personnel radiation protection shall be approved, maintained and adhered to for all operations involving personnel radiation exposure.
Brunswick Steam Electric Plant Radiation Control and Protection Manual Section 6.5.1 implements this requirement and requires that appropriate protective clothing will be worn in contaminated areas.
Contrary to the above, procedures for personnel radiation protection were not adhered to in that on August 13, 1981 two licensee employees were observed in posted radiation areas without being dressed in the required protective clothing' as stated on the posting at the job site.
This is a Severity Level V Violation (Supplement I.E.).
B.
Technical Specification 6.0.1 requires written procedures to be maintained covering the safety-related activities listed in Appendix A. Regulatory Guide 1.33.
Contrary to the above, the following controlled copies of safety-related procedures were not properly maintained in that on August 14, 1981 the following procedure inadequacies were observed.
1.
Copy 9, TI 001 pages 1 and 3 were the only 'orrect pages, all other pages are from procedure TI 100.
2.
Copy 9, OP 50.1, Revision 13 was missing page 35 (20 of 24).
3.
Copy 9, HP 10, Revision 13 was in the book, but Revision 14 had been issued.
4.
Unit 1 control room copy of OP 51 did not have the temporary Change dated 7/28/81 and Unit 2 had the change. The change was applicable to both units.
5.
Both control room copies of OP 50.1, Revision 13, were missing page 35.

Unit I control room copy contained a temporary change dated 6/29/81, Unit 2 did not contain the change. The change had been applicable to both units.
This is a Severity Level V Violation (supplement I.E.).
Pursuant to the provisions of 10 CFR 2.201, you are hereby. required :to submit to this office within thirty days of the date of this Notice, a written statement or explanation in reply, including:
(1) admission or denial of the alleged viola-tions; (2) the reasons for the violations if admitted; (3) the corrective steps which have been taken and the results achieved; (4) corrective steps which will be taken to avoid further violations; and (5) the date when full compliance will I
be achieved. Consideration may be given to extending your response time for good cause shown. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amendet, this response shall be subnitted under oath or affirmation.
The responses directed by this Notic are not subject to the clearance procedures of the Office of flanagement and Budget as required by the Paperwork Reduction Act of 1980, PL 96-511.
