VIOLATIONS:
Contrary to 10 CFR Part 21, paragraphs 21.6, 21.21, and 21.31, Corporate Consulting & Development Carpany, Ltd. has failed to implement the require-ments of this part in that copies of the required documents have not toen posted, appropriate procedures have not been adopted, and procurement documents do not specify that the provisions of 10 CFR Part 21 apply.
This is a Severity Level IV Violation.

OTHER FINDINGS OR COMMENTS::

Seismic Analysis of Transformer Wall Mounts - This item is a follow up to a 10 CFR Part 50.55(e) report by TVA that questioned the validity of the seismic analysis of transformer wall mounts performed by Corporate Consulting & Development Company, Ltd. (CCL). The examination of CCL records maintained on this activity revealed that it was conducted under the requirements of Revision 0 of the CCL Quality Assurance Manual dated January 1,1978.
CCL maintains that their analysis is valid and that the difference between their results and TVA's is'in the methods used.
Errors in the TVA analysis, found by the inspector, appear to substantiate CCL's position. Since a decision had been made that the transformers would not be wall mounted, a complete reanalysis was not performed.

10 CFR Part 21 - CCL's QA Manual, Operating Procedures, bulletin board, and nine purchase orders were examined to determine compliance with the requirements of 10 CFR Part 21.
It was determined that CCL did not comply with these requirements.

Review of QA Program and Procedures - CCL's QA Manual and 16 (43%)
Operating Procedures were examined to determine that a QA Program and its implementing procedures were in place to meet contractural requirements. Two of tne three safety-related contracts examined had imposed the requirements of ANSI N45.2 while the other had imposed the requirements of the purchaser's QA program.

PAGE 3 of 3 that procedures are now in place to implement the requirements of ANSI N45.2; however, CCL lacked sufficient detail and specificity to implement the daughter standards; e.g., N45.2.ll and N45.2.9.
The majority of the operating procedures had been issued one month prior to this inspection. Implementation of these procedures will be inspected during a future inspection.
