Experience h.4s shown that the communications systems between your site and NRC is subject to occasional failures for various reasons. Actions are currently being taken to upgrade the reliability of the Emergency Notification System (ENS) which is the primary system for providing NRC with a prompt notification of non-routine events. Ilowever, since AT&T equipment malfunctions and other significant events may occasionally occur which could disable the ENS network, IIcalth Physics Network (HPN) or portions of the commercial telephone service, this letter is to provide you with a backup system for notifying NRC. The alternative methods of notification listed in the enclosure should be attempted in the order given.
