Dear Mr. Tedesco:

Reference (M requested confirmation that an emergency public notification capability that caets the regulatory requirements of 10CFR50, Appendix E, Section IV.D.3 will be present within the Seabrook Station plume exposure EPZ prior to issuance of ac opera ting license.

The purpose of this letter is to offer this confirmation. Presently the State of New Hampshire is engaged in the selection of a consultant for emergency planning assistance. The consultant selection is imminent. Included in the many areas to be addressed are an identification of current warning capability, comparison with the guidelines of NUREG-0654, and recommendations for methods for upgrading current capability to the level specified in the guidelines.

The New Hampshire Civil Defense Agency has specified that the consultant selected should address the prompt notification area by this time next year.
