Constable of our staff during the period August 16-September 15, 1981, of activities authorized by NRC Construction , Permit No. CPPR-103 for Waterford Steam Electric Station, Unit No. 3, and to the discussion of the findings with Mr. D. B. Lester and.other members of
your staff at.various times during the inspection. Principal areas examined during the inspection and our findings'are discussed
! in the enclosed inspection reart. Within these areas the inspection consisted of selective examination of procedures, drawings, representative , records, interviews with personnel and observations by the NRC. inspectors. s l -During this inspection, it was found that certain of your activities were not conducted in full compliance with NRC requirements. Consequently, you ~ - are required to respond to this matter, in writing, in accordance with the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2,- Title 10. Code of Federal Regulations.
