opened hearings. These issues, accompanied by a statement of the basis for e

consideration of each of them, are:

1.

The attitude of plant operators as it relates to honesty and integ-rity, to a sense of responsibility, and to their on-the-job behavior.

The importance of this issue is reflected by the following facts:

a.

The Aamodts, in evaluating the mock exams given after "audmen-tation" of training indicate pervasive cheating, b.

Verbal communication with Harold Denton on October 14, 1981 indicates that there is a continuing concern over the " mad bomber whistle" incident.

c.

Several individuals have stated that operators drank beer at the plant site.

2.

The adequacy of the Licensee's training program. The importance of this issue is reflected in the following:

a.

Pervasive cheating (see above) b.

Comments by Mr. Plessent in September 10, 1981 Advisory Comm-f ittee on Reactor Safeguards transcripts, p.20, that "they would not need to cheat" (if properly trained).

Content of NRC licensing exams and mock exams modeled on URC exams.

The importance of this issue is reflected by the comment of Mr.

Bender in the September 10, 1981 Advisory Committee on Reactor trans-cripts, p. 21, that "You ought to look at the damn things. There are a lot of silly questions in it.

They are written in a very vague way..."

The extent of cheating on non-license examinations. The impor-tance of.this issue is reflected in the fact that testimony will.

be effered that on*at least one such test an entire room full of examinees cheated using crib sheets' printed on Metropolitan Ed-ison letterhead.

The Aamodts respectfully request that those issues be accepted as questions posed by tihe Special Master.
