We nave received a copy of tne following applications wnich were filed with the Office of Nuclear Reactor Regulation (ONRR) for review of Technical Specification cnanges relating to Browns Ferry Unit Nos.1, 2, and 3:
1.
A July 29,1981 application (TS-165) requesting deletion of water quality monitoring requirements from the Envimnmental Technical Specifications and changes relating to organizational responsi-bilities witnin TVA.
Fees pursuant to 170.22 of 10 CFR Part 70 were not received for this application, although your application stated that $4,800 was being wired to the NRC. Based on infor-uation provided by the ONRR staff as a result of their preliminary review of this application, it has been determined that:
Fees snould not be charged for the deletion of non-radiological a.
aquatic LC0's and other non-radiological aquatic monitoring requirements in cases wnere licensees nave an effective NPDES Permit. On this basis, we nave concluded that an exemption, pursuant to 10 CFR 170.ll(b), from the fee requirements is autnorized by law and is hereby granted for those changes relating to deletion of non-radiological water quality LCO's and monitoring requirements.

A Class III fee ($4,000) and two Class I fees ($800) are applicable for that portion of the application relating to the organizational changes within TVA.

A September 9,1981 application (also identified as TS-165) requesting Technical Specification changes for Unit No. 2 relating to the extension oco 83 of tne exposure range of the fuel presently loaded in the core. A Class II fee ($1,200) was detennined by your staff to be appropriate for this application and was wired on Septenber 24.
Based on infonnation provided o

appropriate for this apolication because the review will involve me consideration of a single safety issue.

A September 17, 1981 application (TS-166) requesting Technical Specification changes relating to start buses. A Class II fee
($l.200) for Unit 1 and a Class I fee ($400) for Unit 2 were determined by your staff to be applicable to this application.
Based on information provided by the ONRR staff as a result of their preliminary review of the application, it has been deter-mined that a Class III fee ($4,000) is applicable to Unit 1 and a class I ($400) is applicable to Unit 2 because the review will involve consideration of a single safety issue and more than one unit.

A September 21,1981 application (TS-167) requesting changes to your Technical Specifications regarding flow-biased p(eaking) factors.
It was determined by your staff that a Class II fee $1,200 for Unit 2 and a Class I fee ($400) for Unit 3 were applicable. Based on infomation provided by the ONRR staff as a result of their i
preliminary review of your application, it has been determined that a Class III fee ($4,000) is applicable for Unit 2 and a Class I fee ($400) is applicable to Unit 3 because the review will involve

consideration of a single safety issue and more than one unit.
i In sumary, based on the above ONRR determinations, a total of $13,600 -is due for the above four applications because:

No fees were paid for item 1; a sum of $4,800 is due for 1.b above.

An additional $2.800 is due for item 2.

An additional $6,000 is due for items 3 and 4 above. Although each application stated that $1,600 was being wired, the September 30 wire wnich referenced these applications only transmitted a total of $2,800.
l If the ONRR staff's final review of your applications reveals that any of these fees are not correct, you will be notified and any necessary adjustments will l
be made.
