Dear Mr. DelGeorge:

ZRosztoczy

Subject:

Request for Additional Information for the Review of the Byron Station, Units 1 and 2 Regarding Seismic and Dynamic Qualification of Equipment As a result of our continuing review of the Byron /Braidwood FSAR, we find that we need additional information to complete our evaluation. The specific information required is in the area of seismic and dynamic qualification of equipment and is presented in the enclosure.

To maintain our licensing review schedule we will need responses to the enclosed request by January 7, 1982. The Seismic Qualification Review Team's (SQRT) scheduled site visit to Byron Station from February b 1982 to February 12, 1982 is based upon receipt of your complete and thorough responses to the enclosed request onemonth before the planned visit.

In accordance with the procedure described under Q271.2 of the enclosure, we plan to select the equipment to be reviewed within one week of receipt of your submittal.

The schedule would then require you to provide the " Qualification Sumary of Equipment" for the selected equipment within one week (or two weeks before thesitevisit).

If you cannot meet this date, please inform us within seven days after receipt of this letter of the date you plan to submit your responses so that we maj eview our schedule for any necessary changes.

Please contact the Byron Project Manager if you desire any discussion or clarification of the enclosed request.

ENCLOSURE Request for Additional Information Seismic Qualification Review Team 271.0 EQUIPMENT QUALIFICATION BRANCH 271.1 In accordance with the requirements of GDC 2 and 4 all safety-related equipment is required to be designed to withstand the effects of earth-quakes and dynamic loads from normal operation, maintenance, testing and postulated accident conditions.

GDC 2 further requires that such equipment be designed to withstand appropriate combinations of the effects of nomal and accident conditions with the effects of earthquake loads.

The criteria to be used by the staff to determine the acceptability of your equipment qualification program for seismic and dynamic loads are IEEE Std. 344-1975 as supplemented by Regulatory Guides 1.100 and 1.92, and Standard Review Plan Sections 3.9.2, 3.9.3 and 3.10.

State the extent to which the equipment in your plant meets these requirements and the above requirements to combine seismic and dynamic loads.

For equipment that does not meet these requirements justification will be needed for the use of other criteria.

To confirm the extent to which the equipment important to safety meets 271.2 the requirements of General Design Criterion 2 and 4, the Seismic Quali-fication Review Team (SQRT) will conduct a plant site review.

For selected equipment, SQRT will review the combined required response spectra (RRS) or the combined dynamic response, examine the squipment configuration and mounting, and then determine whether the test or analysis which has been conducted demonstrates compliance with the RRS if the equipment was quali-fied by test, or the acceptable analytical criteria if qualified by analysis, In order to select equipment types for a detailed review it is necessary to 271.3 obtain a list of all equipment important to safety. Eo"ipment should be divided first by system then by component type. Attachment #1 shows a tabular format whi i should be followed to present the status summary of seismic and dynamic qualification of all equipment important to safety.

l Attachment #2 shows suggested categories of component type to be listed in Attachment #1.

Provide a complete set of floor response spectra identifying their applicability to the equipmei.t listed in Attachment #1, 7

i l

After the information on Attachment #1. is received, a selection will be made of the equipment to be. reviewed by the site audit. Specific infor-i mation on equipment selected for audit should be presented as shown on i

Attachment #3 which should be provided to the NRC. staff two weeks prior to the plant site visit. The applicant should make available at the plant site for SQRT review all the pertinent documents and reports of,.

i After the visit, the l

the qualification for the selected equipment.

applicant should be prepared to submit certain selected documents i

and reports for further staff review.

The purposc of the site audit is to confirm the acceptability of the seismic and dynamic qualification of all equipment important to safety based on the review of a few selected pieces.

If a number of lE a

2

(

(

'd fi ic encies are observed or significant generic concerns arise, the e

i deficiencies should be removed for all equipment'important to safety subject to confirmation by a follow-up audit of randomly selected items before the fuel loading date..
