Dear John:
Effective July 1,1981, all licensees were required to demonstrate that prompt public notification systems were operational in the EPZ's around their plants.
By letter dated July 1,~1981, the Directors of each NRC regional office requested all holders of power reactor operating licenses to provide status reports on the systems by July 24, 1981. Many licensees did not meet that date for a variety of reasons but one in particular relates to the Federal Communications Commission (FCC) and to the National Oceanic and Atmospheric Administration (NOAA).
Some licensees are having difficulty obtaining licenses for the frequencies needed to activate the sirens or the NOAA weather radios and cannot have an operational system until this license is received.
I am' enclosing copies of 1'etters for those with such problems. As the coordinating Federal agency, I would appreciate your assistance in resolving these problems expeditiously with the FCC and or NOAA.
