l This refers to the QA program inspection conducted by Mr. J. W. Sutton, of this 1
office, on August 11-14, 1981, of your facility at Pitman, New Jersey, and i
to the discussion of our findings with Mr. W. L. Capewell, Vice President, and members of your staff at the conclusion of the inspection.
This inspection was made to confim that, in the areas inspected, your QA program is being effectively implemented. The inspection effort is not l
designed to assure that unique quality requirements imposed by a customer i
are being achieved; nor to assure that a specific product, component, or service provided by you to your customers is of acceptable quality. As you know, the NRC requires each of its licensees to assume full responsibility for the quality of specific products, components, or services procured from others.. You should, therefore,- not conclude that the NRC's inspection exempts you from inspections by an NRC licensee or his agents, nor from taking effec-tive corrective action in response to their findings.

Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an exami-

nation of procedures and representative records, interviews with personnel, and observations by the inspector.
j Within the scope of this inspection, we found no instance where you failed to meet NRC requirements.
l In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's i
Public Document Room. If this report contains any infomation that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of 4

delayed such that less than seven days are available for your review, please notify this office promptly so that a new aue date may be established.
Consistent with Section 2.790(b)(1), any such application must be accompanied by an affidavit executed by the owner of the infomation which identifies the document or part sought to be withheld, and which contains a full statement of the reasons on the basis which it is claimed that the information should be withheld from public disclosure. This section further requires the statement to address with specificity the considerations listed in 10 CFR 2.790(b)(4).
The infomation sought to be withheld shall be incorporated as far as possible j
into a separate part of the affidavit.
If we do not hear fmm you in this regard within the specified periods noted above, the report will be placed in 4
the Public Document Room.
