Oyster Creek Nuclear Generating Docket No. 50-219 Request for Amendment to Provisional Operating License No. DPR-16 Technical Specification Change Request No. 94 Pursuant to 10CFR 50.59, Jersey Central Power & Light Company (JCP&L) is submitting a request for an amendment to Appendix B of Provisional Operating License No. DPR-16 f or the Oyster Creek Nuc; 2.

Generating Station (OCNGS).

As required by 10CFR 50.30, three_ signed originals and forty copies of Technical Specification Change Request No.

94 are enclosed.

The Technical Change Request includes:

1) Definitions for pump or intake component failure and unusually low intake canal water level, 2) new Speci f ication 2.1.4.5 and bases f or th i s speci f ication.

Further explanation of these changes are included in Attachment 1.

A safety evaluation-has been performed for this request and is included as.

This change request has been reviewed and approved by the Director-Station Operations, the Plant Operations Review Ccmmittee, and the Independent Safety Review Group in accordance with sections 5.3.E and 5.6.3.B of the OCETS.

The remaining doculaentation, consisting of the Notary Page, letter to the Mayor of Lacey Township, and Certification of-Service have been included as Attachment 3.

request. Each change is explained and a proposed change page is included.

Page 1-8, Section 1.0, Definitica of Intake Components, line 4 Change Requested:

Insert " dilution pumps" after " trash bars" New wording:

including ice control tunnel, trash bars, dilution pumps, and travelling water screens and troughs."

Basis: The dilution pumps were implied as an intake component in the Final Environmental Statement (AEC. 1974). This change clearly defines the pumps as intake components 2.

Page 1-11, Section 1.0 Change Requested: Expand definition of pump failure to include intake component failure.

New definition: Pump or intake Component Failure Pump or intake Component Failure is considered to be 1) cessation of pump or intake component operation due to actual mechanical failure or 2) the cessation of pump or intake component operation due to operator action because of the anticipation of e mechanical failure.

Basis:

There was no definition of Intake Component Failure.

This definition will serve to clearly state what Pump or Intake Component Failure is.

Page 1-14, Section 1.0 Change Requested: Add definition of Unusually Low Intake Canal Water Level New Definition: Unusually Low Intake Canal Water Level The intake canal water level normally varies between 0.6 feet above or below sea level. Under unusual meteorological conditions the intake canal water level could drop substantially so as to prevent proper operation of dilution pumps.

Basis: A definition of Unusually Low Intake Canal Water Level is needed in order to allow the OCNGS to operate under unusual meteorological conditions which cause low intake canal water levels.

Page 2-14, Section 2.1.4 Change Request: Add specification 2.1.4.5 i

f New Specification:

2.1.4.5 Conditions may occur in which there is insufficient water level in the intake canal to support simultaneous o;eration of the stations circulating water system and dilution pumps.

Should such a condition occur when the temperature in Oyster Creek measured at the U.S. Route 9 bridge exceeds 30.6*C (87.0*F) the station may operate with only one dilution pump for the period o' unusually low water. Should ine ambient water temperature be less than 15.6"C (60.0*F) the station may operate without one or both of the dilution pumps for the period of unusually low intake canal water level.

Basis: See the foilowing Change Request 5.

Page 2-15, 2-16, Section 2.1.4 Bases Change Requested:

Add the following bases af ter the second paragraph and the third paragraph respectively New Bases: During periods when the temperature in Oyster Creek measured at the U. S. Route 9 bridge exceeds 30.6*C (87.0*F) and there is low water level in the intake canal, the operation of a single dilution pump will serve to reduce the potential fish avoidance. As soon as the water level at the intake structure returns to normal two dilution pumps will be put into operation.

During periods when the ambient water temperature is less than 15.6*C (60.0*F) and there is low water in the intake canal, based os past experiences termination of a two pump operation should not cause an immediate environmental impact.

This should avoid cold shock mortalities associated with a potential station shutdown due to insufficient circulating water.

Basis:

These bases support the operation of the dilution pump as per the new specification requested in 2.1.4.5 l
