Subject: Report Hos. 50-250/81-22 and 50-251/81-22
This refers to the investigation conducted by Mr. J. C. Howell of this office on
Septei..ber 14-18, 1981, of activities authorized by NRC Operating License Nos. DPR-31
and DPR-41 at the Turkey Point facility and to the discussion of our findings held
with Mr. H. E. Yaeger of your staff, at the conclusion of the investigation.
Areas e:;amined during this investigation included your physical security program as
implemented under the provisions of Title 10. Code of Federal Regulctions, Part 73,
"Phpical Protection of Plants and Materials", ar.d the specific requirements of your
approved Security Plan. Within these areas, the investigation consisted of selective
examinations of procedures and representative recorda, intc views with personnel,
perfomance tests, and observations by the investigators.

Within the scope of this investigation, no violations or deviations were di: closed.
In accordance with Section 2.790(d) of the NRC's " Rules of Practice", Part 2,
Title 10, Code of Federal Regulations, activities involving safeguards and security
measures are exempt from public disclosure; therefore, the enclosures to this letter
with the exception of the repi et cover page and Section I of the report, which is
an investigation summary, wili not be placed in the Public Document Room.
