On September 28, 1981, the Commission entered a Memorandum and Order -in this case (CLI-81-25,14 NRC
) directing that an Atomic Safety and. Licensing Board be established to determine whether a hearing should be held and to pre-side over the proceeding in the event a hearing is ordered. Pursuant t'o this Order, this Board was established on September 30, 1581 (<',6 F.R. 49689, October 7,1981).
The Commission thus referred to this Board the Petition for Public Hearings filed by Citizens for a Better Environment, Prairie Alliance, Kay Drey, Bridget Rorem, Illinois' Safe Energy Alliance, and Marilyn Shineflug.
The pro-cedural background of this case is recite'3 in the Comission's Memorandum and Order.
In order for the Board to carry out the Commission's mandate, it is this 9th day of October, 1981 9

That, within fifteen (15) days of the servica of this Order Petition-ers shall file an amendment to their Petition setting forth:
(1) with particularity the interest of each of the Petitioners in the proceeding and how tnat interest may be affected by the results of the proceed-ing; and 4
(2) a list of contentions which each of the Petitioners seek to have litigated and the bases for each contention set forth with reasonable specif-icity.
Petitioners' contentions must be confined to the matters specified by the Commission for litigation under the heading " Scope of Hearing" in its Memo-randum and Order.
B.
That, within ten (10) days in the case of Applicant and fifteen (15) days in the case of NRC Staff, those parties shall file responses to Petition-ers' amendment.
