A nuclear power plant is an established public healtt threat not only to this generation but many to follow.

Allowing a structure that requires as much stability as a nu', lear power plant to be within such geographical proximity to an earthquake fault is irrational.

I do not feel that either PG&E or the NRC has the right to endanger this land and its citizens by allowing operation of Diablo Canyon.

capable of withstanding a 7.5 jolt. How is it that we don't hear of the JAU facter being of particular significance in other nuclear power plants?

It's inconceivable that plants can continue to go hn 7.ine when no safe ::eans have becn found to trancport and store nuclear j

wastes! Indeed, our Department of Defense issued a report this week on the ' threat tc the safety of the entire naticn due to nuclear power.

Fcr years the health risks from expcsure to low-level radiation have 7

been debated. Science nagazine, May,1981, reports a study shcwing low-level radiaticn hazards to be greater than once believed. Newsweek, Sep-

tember 7,1981, tells of delayed effects from exposure to low-level radi-ation which include leukemia, thyroid cancer, lung cancer and breast can-or delayed effects to becor.e cer. We know the length of tire it toole c

apparent after exposure to DDT, asbestos, PCB, agent orange, endrin, etc.,

etc., etc. It seems quite apparent that exposure to low-level radiation g

Mr. Prdsident, as concerned citizens we respectfully ask for your interventiot to deny an cperating license for Diablo. Conversion to bio-mass would t e a reasonable and safe alternative. And sur g redirecting s

I a= against the licensing of the Diablo nuclear Power Plant because it is very close (2t =iles) fro one of our state's largest earthquake faults and theoretical safeguards have never been tested against a major earthquake.

No safe-guards have proven to be adequate in a =ajor earthquake cince thera '.: ave been no major earthquakes to prove or disprove theo-retical safeguards.

How can anyone consciously use a nuclear plant to test theoretical safeguards with a major earthquake es a test? You, your group, the national government and powerful economic in-terests are =aking people possible~sacrifical la:bs with such a test.

You must do everything possible to block this licensing.
