j This is to acknowledge receipt of your letter dated September 25, 1981, commenting on the Joint Emergency Excericse Procedures provided to you in our letter of July 14, 1981. Two subjects addressed in your letter need further clarification.

Schedule La recoSgnize that it may not always be possible to predict the date of an exercise some three months in advance. However, you must recognize that we have numerous plants for which we must evaluate their annual exericses.

The reason for the three month advance notice is to enable the NRC to integrate

your plant exercise into our overall schedule so that we can assign the necessary j

manpower to observe your exercise. If there is uncertainty in the date you provide us, your letter should so indicate.

Scenario 10 CFR 50 Appendix E.F.1. :;tates "A full-scale exercise which tests as much of the licensee, State, and local emergency plans as is reasonably achievable without mandatory public participation shall be conducted." The NRC's role is to evaluate the licensee in several ways, one of which is the annual exercise.

f In order for the NRC to evaluate your program, we must review your Emergency Plan, Emergency Procedures and observe your crercise. Our intent for the scenario review is to alert you to areas where we believe there are omissions or weaknesses in your scenario.
