This is to confirm that Applicants are no longer request-ing that the hearings be reconvened the week of October 19, 1981, 3
inasmuch as the directed certification matter remains unresolved, the Staff advises that their reviews of the reports by Fletcher /
3 Joyner, Trifunac and Luco are continuing, and both Applicants and Staff are proceeding with further work related to the matters

Applicants have now deferred their estimated fuel load readiness date to late February 1982, as indicated in Mr. Nichols' October 13, 1981 letter to Mr. Denton.
Never-theless, given the standard intervals set forth in the Commission's Rules of Practice, special efforts by the Parties and by the Board will still be required to complete hearing and posthearing matters, so as to achieve an initial decision by late February.
Therefore, this is to advise that we expect to propose a compressed schedule for proposed findings and decision on the Board's questions regarding seismicity issues.
Since proposed findings by all Parties have already been submitted on most of the issues, and since proposed findings on the emergency planning issues are due to be submitted October 26, 1981 by Applicants, November 3, 1981 by the Intervenor and November 13, 1981 by the NRC Staff, we would request the Board to proceed with its initial decision in three partial decisions, i.e.,
(a) those matters already covered in the proposed findings, (b) emergency planning matters and (c) seismicity matters.
This approach will make manage-able and attainable, we hope, the objective of completing the hearing, posthearing, and decisional processes in time for late February fuel loading.
