This refers to the meetino beld at the Office of the Commonwealth of Massachusetts, Department of Public Healtn, Radiation Control Program in Boston, Massachusetts on September 10, 1981. This meeting was related to environmental monitoring activities to be conducted by the Commonwealth of Massachusetts at Yankee Rowe Nuclear Power Station under a Nuclear Regulatory Commission contract.
The attendees and the subjects discussed at this meeting are included in the Office of Inspection and Enforcement Meeting Summary which is enclosed with this letter.
In our opinion this meeting was beneficial and provided useful information to all parties.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title 10, Code of Federal Regulaticas, a copy of this letter and the enclosed meeting summary will be placed in the NRC's Public Document Room.

SUMMARY
OF THE ENVIRONMENTAL MEASUREMENTS CONTRACT MEETING WITH THE COMMONWEALTH OF MASSACHUSETTS AND YANKEE ATOMIC ELECTRIC COMPANY On September 10, 1981, representatives of the Radiation Control Program, Common-wealth of Massachusetts Department of Public Health, the NRC, and Yankee Atomic Electric Company, who are responsible for the environmental monitoring program at tha Yankee Rowe facility met at the Radiation Control Program office in Boston, Massachusetts. The purpose of-the meeting, called at the NRC's request, was to review the implementation of the NRC's contract with the Commonwaalth of Massachusetts that provides for the independent measurement of radioactivity in the environment around selected NRC licensed facilities. Under the terms of this contract, environmental monitoring around Yankee Atomic Electric Company's facility at Rowe, Massachysetts is included in the contract. The attendance list is attached as Appendix A to this Summary.
After stating the purpose of the meeting, a copy of the contract sampling and analysis program was given to the Yankee Atomic Electric Company representatives.
The provisions of the contract were reviewed and discussed.
These provisions include:
independent verification measurements and their place in the NRC in-spection program; the role of the State and the NRC Regional Office in the program; and the use of the Department of Energy, Radiological and Environmental Services Laboratory to perform the analyses until the state laboratory is operational. The availability of the data to the public was noted, and reporting requirements were reviewed.
The specific details of the sampling program will be discussed and resolved be-tween the state and the licensee.
In addition, the state and the licensee will make provisions for the routine exchange of data.
