Materials License No. SNM-1097 is hereby amended to authorize operation of the two new conversion lines in Building D..

Until I

the Environmental Impact Assessment (EIA) related to the plant expar.sion is completed, plant throughput may not exceed 1500 metric tons of UO2 powder in any 12-month period.as was previouMy' evaluated in our EIA issued June 19, 1975.

Accordingly, this authorization is subject to the fG11oning condition:

Plant throughput, based on the conversion.of UF6 to U0, shall 2

not exceed 1500 met.ric tons of UO2 in any 12-no, nth period.

The above condition war discussed and agreed to on September 28, 1981, between your Mr. C. M. Vaughan and G. H. Bidinger of my staff and shall rwrain in effect j

pending completion of the environmental review.

Amendment No.19, which authorized operation of one GEC0 line, is hereby rescinded.

All other conditions of this license shall remain the same.

To permit timely completion of the EIA, it is necessary that you provide additional information concerning your environmental monitoring program. This information i

will be identified in a subsequent letter. Completion of this environmental review may result in additional license conditions, license modifications, and other l

requirenents.

Your December 1979 application aiso contained proIposed revisions to license con-ditions in Appendix A to SNM-1097. As agreed to by Mr. Vaughan and Mr. Bidinger, t

these revisions will be cons-Idered during the rending review of your license renewal i

application.
