MASSACHUSETTS INSTITUTE OF TECHNOLOGY DOCKET NO.: 50-20 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 18 License No. R-37 1.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
The application for amendment by Massachusetts Insitute of Technology (the licensee) dated May 14, 1981, complies with the standards ead requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in confonnity with the provisions of the Atomic Energy Act of 1954, as amended, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and sa'ety of the public, and (ii) that such activities will 've conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied; and F.
Publication of notice of this amendment is not required since it does not involve a significant hazards consideration nor amendment of a license of the type described in 10 CFR Section 2.106(a)(2).

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the Attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. R-37 is hereby amended to read as follows:
2.C.(2) Technical Specifications The Technical Specifications contained in Appendix A, as revised through Amendment No.18, are hereby incorporated in the license. The licensee shall operate the facility in accordance with tl'e Technical Specifications.
3.
The license amendment is effective 30 days from the date of its issuance.

i-3.8 Radioactive Effluents and Radiation Monitors Applicability This specification applies to radioactive effluents released from the reactor site and the radiation monitors.
Objective To assure that the release of radioactive effluents to the anvirons.
are within the limits of 10 CFR Part 20.
Specification 1.
The release of radioactive effluents from the reactor site will comply with all provisions of Part 20 Title 10, Code of Federal Regulations with the following exemptions:
Recognizing that periodic leakage can occur between the a.
D 0 system and the cooling tower water, tritium from the 2
reactor secondary coolant system is exempt with the require-ment that on indication of 1 uCi/ liter of tritium in the secondary coolant water, the cooling tower spray shall be shut down, the secondary system water _ discharge shall be stopped and the D 0 reflectoi' heat exchange shall be 2
isolated until tritium leakage into the secondary system has been controlled.

A dilution factor of 3,000 shall be applicable to the l
concentration of airborne effluents released from the stack except for particulates and iodines with half lives greater than 8 days in each case. A reconcentration factor of 700 will be used for these particulates and iodines.

Whenever the containment is not isolated and containment is required, the following shall be provided:
