Dear Mr. Clark:

l The Concission has issued the enclosed Amendment No.18 to Facility Operating License Ib. R-37 for the Hassachusetts Institute of Technology tank-type reactor in response to your request for amendment dated t'ay 14,1981.

This anendment changes Technical Specification 3.8.1.a to delete the I curie limitation for the annual total quantity of radioactive naterial released to the sanitary sewer systen. Since your Technical Specifications t

were written in 1975 and since Section 20.303(d) of 10 CFR Part 20 has j

been recently amended, the 1 curie limitation is no longer appropriate.

t Technical Specification 3.8.1 specifies that the release of radioactive effluents from the reactor site will comply with all provisions of Part 20, Title 10, Code of Federal Regulations. Section 20.303(d), as atended, ncit specifies: "The total quantity of licensed and radioactive material, excluding hydrogen-3 and Carbon 14, released into the sewerage systen by the licensee does not exceed one curie per year. The quantities of hydrogen-3 and carbon-14 released into the sanitary sewerage system may not exceed 5 curies per year for hydrogen-3 and 1 curie per year for carbon-14." Per your request, your Technical Specifications now permit i

systen.

l Based on the fact that this amendment involves changes to your Technical l

Specifications which reflect the recent amendment to 10 CFR 20.303(d) i i

for release of radioactive naterial into the secondary sewerage systen, we have determined that this amendment is adninistrative in nature.

j Therefore, we have concluded that:

(1) the a endment does not involve a significant increase in the probability or consequence of accidents previously j

considered, does not involve a significant decrease in a safety nargin, and therefore, does not involve a significant hazards consideration; I

We have determined that this anendr.cnt will not result in any significant environmental impact and that it does not constitute a major Colanission action significantly affecting the quality of the huan environnent.

We have also determined that this action is not one of those covered by 10 CFR Sl.5(a) or (b). llaving' made these determi..;tions, we have further concluded that, pursuant to 10 CFR Sl.5(d)(4), an environnental impact and negative declaration need not be prepared in connection with issuance of this anendment.
