Dear Ladies and Gentlemen:

It is very important that you con r the ful.%

implications of licensing the Diablo Canyon You would do so in spite of the protests and deep 1y felt objections of many thousands of citizens in the areas near the The inuistence of licensing a nuclear power plant in plant.
a populated area against the protests of a large prcportion The of the local population seems somewhat inequitable.
citizens of an area deserve the right to choose the type of technology that 's used to generate electricity in the counties where they and their children live.
The 1980's and
'90's will be a period of crisis in the energy sphere, yet renewable energy technologies are becoming increasingly
- clean, cost effective and are, certain to replace old technologies based on depleting reserves, or new ones with untold hazards, as they become more efficient.
Citizens are becoming more and more aware of this and are unwilling to' accept the grave risks of an unproven technology for supplementary electricity during a period of energy transition.
HW can the deep con-victions of thousands of intelligent people be ignored?
the credibil! ty of the NRC will be consider-b

hazards, safety hazards that are disturbingly apparent to countless thousands of people that must live under the threat of these hazards if the plant were to operate.
Anyone with a good understanding of physics, biology, and the design of the Diablo Canyon Plant must be appalled at the prospect of its operation anywhere on the_ earth's surface, let alone atop a
~
fault zone in a populated area.
The facts are out and the licensing of this facility would make the NRC appear to be an irresponsible sham at the mercy of short term corporate interests.
The most cc1pelling reason to refuse licensing of the plant is of course simply that it is unsafe.
Nuclea r fission is a tremendously dangercus process, the byproducts of which are highly disruptive to the functional core of living cells.
That it may be constructively controlled with complete But safety at some time in the future may be a possibility.
it is certainly not possible today.
The Diablo Canyon Nuclear Facility is not safe.
The NRC is hurrying through the approval process ( not hurrying fast enough for PG&E )
the expense of tirc tested assurance that all aspects of l

plant is not rafe beycnd a shadow of a doubt then it should i
not be licensdd.
This cannot be argued by sensible human beings.
Yet the plant may be licensed anyway, in what would
' indifference to human life.
If PG&E made a amount to an poc investment they must suffer the consequences and learn 1
from their mistake.
They must be held responsible for more than a reasonable return on investment in their corporation.
There are wider interests here.
To license the Diablo Canyon Nuclear Facility the
]
NRC would fail in its responsibility to a a ure the safety of i
large populations of people, many of whom are indignant at the hazards they would have to face.
inch action at this time i
vould doubtless be judged historically as being reckless and negligent.
I sincerly hope that these considerations are taken.
Yours truly, J.P.Roche Santa Barbara, CA l
