Dear Mr. Eisenhut:
Florida Power Corporation transmitted the "six-month report" by our letter of September 2, 1981.
In Section 5 of the report, we committed to perform non-destructive examination (NDE) of certain special lif ting devices prior to use, in accordance with ANSI 14.6.
This was predicated on the basis that we would be able to adequately define the scope of such NDE and would be able to make sufficient preparation to prevent substantial impact on the refueling outage critical path.
Our reviews / planning to-date has not nrovided such a posture; and, therefore, we intend to defer the NDE until refa ling operations are com-plete. The following additional information is considered to justify such a deferral:

The Crystal River Unit 3 head and internals lifting devices were designed with a capacity three (3) times that required for the lift; 2.
The acceptance test for these devices was a lif t of 255 tons, which is well in excess of the maximum lift of 160 tons; 3.
The devices have been utilized only four (4) times:

Other " Interim Measures" (i.e., safe load paths, training, testing, etc.) will be in effect.
The deferred NDE will be carried out either before start-up, if the devices

cannot be decontaminated and removed, or during Cycle IV operations if removal

Eisenhut, Director U.S. Nuclear Regulatory Commission September 25, 1981 In addition, NUREG-0612 requires that the main hook / block be itself mnsidered a heavy load on the presumption that a two-blocking type event could cause a failure which would drop the block. During periods when the main hook is not in use and is prevented from being inadequately raised, Florida Power Corporation will act consider it a heavy load. At all other times, it will be treated as a load and safe load paths, etc. will apply.
Both or these clarifications have been discussed with the Auxiliary Systems Branch staff responsible for NUREG-0612, and we have agreed that they are conr.istent with the intent of the requirements. Na further action by the staff is requested by this communication.
