I am pleased to appoint you to the Advisory Panel for the Decontamination of the Three Mile Island, Unit 2 Facility.
Your agreement to serve is appreciated.
The Commission established this panel of twelve members on Octcber 17, 1980, to ensure a broad representation of views on major cleanup activities at TMI-2. The current list of members is enclosed for your information.
The role of the TMI-2 Advisory Panel is to consult with, and provide advice to, the Nuclear Regulatory Commission in major activities required to accomplish expeditious and safe cleanup of the TMI-2 facility.
Decisions on necessary cleanup actions will remain with Oe Commission and its staff.
The Commission intends to call for meetings with the panel at least twice each year.
Additional meetings may be called if two-thirds of the panel members agree and the Commission and the public are notified. On March 9, 1981, the NRC staff issued the Programmatic Environmental Impact 5tatement for TMI-2 Decontamination (PEIS). A copy of the PEIS and another document which answers questions relating to the cleanup are enclosed for your information.
The NRC Advisory Committee on Reactor Safeguards (ACRS) will provide technica) assistance, as necessary, relating to the decontamination of TMI-2 upon reasonJale requests of the panel.
Such requests should be l
directed to Mr..saymond Fraley, Executive Director, ACRS.

2-panel, members of the panel are allowed travel expenses, 'ncluding per diem in lieu of subsistence, in the same manner as persons employed intermittently in Government service are allowed expenses under Section 5703 of Title 5 of the United States Code.
