Dear Mr. Clark:

The Commission's letters dated April 6,1981 and July 28, 1981 requested the District to provide additional information on the con-tainment purge system at the Fort Calhoun Station. This informational request resulted from the District's submittal dated December 28, 1978, which stated the District was seeking Commission approval for continued containment purging of the 42" diameter purge valves during all modes of operation. The District has decided not to pursue qualification of the-42" purge valves during normal plant operations and will limit the use of these valves to the refueling and cold shutdown modes.

The District believes this position resolves the concerns associated with the 42" diameter purge valves. The District plans to evaluate the installation of an 8" (or smaller) fully qualified mini-purge system which can oper-ate daring all modes of operation. Appropriate Technical Specification changes / additions would be submitted when the 8" mini-purge system is installed. The information requested in the Commission's letter dated l

April 6,1981 is no longer applicable to the Fort Calhoun Statica due to the aforementioned position and needs not be submitted.

The District's responses to the four items of the Commission's l

letter dated July 28, 1981 are:

The 8" mini-purge system would be designed in conformance with these re-quirements.

Safety Actuation Signal Override The isolation valves of the new 8" mini-purge system would be designed and incorporated into the existing Ventilation and L

Containment Isolation Actuation Signal (VIAS /CIAS) scheme.

Containment Leakage Due to Seal Deterioration A proposed Technical Specification change which includes the requirement for leakage integrity tests of the 42" purge isolation valves at least once every :,ix months will be sub-mitted by Noven;ber 1,1981.

It is anticipated that these tests can be performed from the auxiliary building without necessitating <;ontainment entry cr a unit shutdown.
