3 The tiRC's regulatory oversight' of the cleanup effort at THI-2 includes continual review of your contingency plans for assuring core stability during both anticipated and unanticipated conditions.

Presently, your routine and emergency procedures require the addition of sufficient makeup water to maintain constant rs.ctor coolant system (RCS) pressure in the event of increased RCS leakage. Although this approach assures stable core ce,ditions, the injection of significant atuunts of makeup water into the RCS over an extended period of tiac for a large unisolable RCS leak may not be desirable in that it will complicate future cleanup efforts.

Therefore, NRC believes it is necessary that you re-review your general approach including existing procedures for coping with a large unisolable RCS leak.

You are requested to evaluate alternatives to controlling a larga unisolable RCS leak that would not require injecting large amounts of water into the reactor butiding basement or recirculation of sump water into the RCS. This evaluation, as a minimum, should include considerations of:

(a) decreasing RCS pressure to reduce leakage rates, and (b) trade-offs between allowing RCS and reactor vessel water level to be lowared and the effects of signifi-cantly increasing sump water level or of adding su:ap water o.' uncontrolled chemistry to the RCS. Any evaluation should consider the effects of decay haat, core temperatures, fission product transport, potential deboration, expected reduction in leakage rates, estimated makeup rate to ensure core stability and impact on future cleanup operations. 111 thin two weeks, please provide your fina schedule for completing this evaluation.
