Dear Mr. Withers:
This refers to your letter of September 4,1981 which you submitted in response to our letter of August 19, 1981 in which we requested that you expedite implementation of emergency procedures and training for station blackout.
Your response indicates that PGE will develop and implement an interim procedure and training for station blackout events during September 1981.
Further, you indicate that the loss-of-all-AC-power guidelines under development by the Westinghouse Owner's Group will be available about October 1, 1981, and that PGE will use these guidelines to develop and implement comprehensive emergency procedures and training for station blackout by January 1, 1982.
