This is to acknowledge your letter to the Commissiorrdated September'3,1981 requesting that it provide California Governor Brown with 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> advance notice of any Commission action likely to trigger civil disobedience requiring a State response.

As you know, on September 9,1981, the Atomic Safety and Licensing Appeal Board issued a favorable decision on the Diablo Canyon security plan.

Tnis completes the decision by the Licensing Board in favor of issuance of a low-power operating license for the Diablo Canyon plant.

In acccrdance with established procedures, the Commission has undertaken to review the decision and to decide whether or.not the low-power license should be issued.

While a number of Commission briefings on the Diablo Canyon proceeding have already taken place, the Commission has scheduled a closed meeting fur Friday, September 18 for further discussion.

The Commisrion has scheduled a meeting at 2 p.m. the following Monday, September 21, for a possible vote on whether or not to issue the low-power license.

These meetings will be publicly noticed.

In addition, we will advise Governor Brown and yourself of any schedule changes.

I hope that this is responsive to your concerns.

The Co'mmission is aware of the :ontroversial nature of any decision in the Diablo case and will try to assure that local authorities are kept informed of the timing of any Commission decision.
