Dear Dr. Palladino:
I am delighted about your selection and confirmation to head the U.S. Nuclear Regulatory Commission.
Your skillful leadership is desperately needed by the Commission at this moment in its history.
We were all pulling for your appointment, and I was personally pleased with the President's final selection of you.
As you know, Gene Knopf and I have been working with General Public Utilities for almost two years now in their struggle to survive the TMI accident.
I wanted to call to your attention a new service corporation that we have developed as a spinoff of our direct consulting work.
Immediately following the release of the report of the President's Commission on the Accident at TMI, Bill Kuhns, Chairman of the Board of GPU, asked us to review the off-site emergency planning system, and determine wha'c role, if any, GPU might have in improving that system.
Our review substantiated the findings of the Kemeny Commission that the quality of the off-site emergency creparedness was seriously deficient.
We also concluded that neither the state nor lccal governments had the immediate resources to correct this situation.
Under the financial umbrella of GPU, and in close coordination with the Pennsylvania Emergency Management Agency, we put together a consulting team of highly skilled professional planners.
We selected planners who had lengthy military and government experience in operational planning and leadership positions at the very highest level.

Dr. Ppilcdino July'29, 1981 Page Two our principal focus was assistance at the local government level, since this element appeared most desperate for planning assistance.
We worked in close cooperation with the County Emergency Management personnel and PEMA in developing this approach.
Our people developed a model plan that would take full advantage of the existing government structure for direction and control; carved out roles for emergency and voluntary forces; and identified the kinds of resources available, and the resources that were needed.
We carefully studied each community, and after identifying the power sources in a municipality, noved to shirt sleeve working sessions with the leadership and emergency
' hem in developing a plan tailored to their forces to assist c
specific needs.
In a six month period, we secured 27 municipal approved plans out of a total of 38 TMI political subdivisions.
As a result of this initial effort, we formed Emergency Management Services, Inc., and have now contracted with PP&L and Philadelphia Electric for eimilar services around the Susquehanna Steam Electric Station and the Peach Bottom Atomic Power Station.
Recently, both GPU and PP&L requested our services for an initial two year period to monitor and maintain the existing plans.
This arrangement is especially encouraginq, because it demonstrates the utilities' willingness to pay extraordinary attention to public safety, and it recognizus that planning is a dynamic process that never really comes to an end.
In performing these assignments, we have developed

a highly qualified emergency planning capability.
Colonel Oran K. Henderson, former head of the Pennsylvania Emergency Management Agency, is our principal executive operating officer in Emergency Management Services.
We are using highly trained planners who have the ability to meet and relate well with officials at the local government level.
We are now moving toward offering our services on a nationwide basis to meet an obvious need.
I wanted to call the matter to your attention, because the off-site emergency planning question can have a tremendous impact on the continued development of a nuclear component in America's long-range energy scheme.
The Federal Emergency Management Administration has prime responsibility in this area, and we have worked closely with them, but I know that the NRC has a clear requirement for

workable off-site emergency plans.
