Dear Hr. Hayer:

We have reviewed your response to generic letter 81-04 -regarding emergency procedures and training for station blackout events. Our review was to confirm that the subject precedures and training either currently exist or will'-

be inplemented on an acceptable schedule at your plants. Our_ review did

-not include an evaluation of the details provided in your response beyond that necessary to confirm the above.

You indicated t..at procedures and training for station blackout will be implemented at your plants, however, part or all of this implementation is tied to your efforts regarding EUREG-0737, Iten I.C.1 and will not be l

done until after January 1,1982. This schedule does not satisfy the urgency we have assigned to this ratter. This schedule was originally proposed by the Westinghouse Owners Group in its letter, Jurgenson to Eisenhut, dated April 9, 1991. Our recent response is attached as an er. closure to this letter.

The intent of our request in 81-04 was to have operators prepared to respond to a station blackout event as soon as possible. While we agree that re-finement of station blackout procedures and training nay be in order based on the continuing work in_-this area, such as Item I.C.1 and the NRC's generic review (Unresolved Safety Issue A-44), these other activities do not justify a delay in implementing the actions requested in 81-04.

Based on your proposal, generic guidelines would be submitted by Septe. ber 1,1981, for our review and approval, and implementation at operating reactors would occur by their first refueling outage after January 1,1982., On this schedule, implementation of revised Emergency Operating Procedures and operator training could be as late as mid-1983. Based on our review of ALAB-603 we have determined that some action regarding station blackout should be taken as soon as possible. Therefore, we consider your proposed approach and schedule unacceptable. In a presentation to the staff on June 18, 1981, the Westinghouse Owners' Group indicated that the " optimal recovery guidelines" (ORG) will be com-pleted by October 20, 1981. We recommend that you complete the ORG for st ation blackout as soon as possible so that individual owners may use it in developing interim procedures and training for station blackout events. Due to the short time remaining for implementation of interim station bla.ckout procedures, submittal of the ORG for NRC review is not required prior to implementation. After September 1981, the Office of Inspection and Enforcement will verify that interim procedures, covering the issues described in Generic Letter 81-04, are in place. For the long term, this issue should be included in the development of the revised emergency operating procedure guidelines and the upgraded procedures that are being prepared in response to TMI Action plan Item I.C.1, as clarified in NUREG-0737.
