SUBJECT:
FULL POWER OPERATING LICENSE FOR SEQUOYAH NUCLEAR PLANT, UNIT NO. 2

As indicated in 'ny memorandum of August 31, 1981, the staff has been re-examining certain implementation dates in the proposed full power license.
The. proposed license, which pas sent to the Comission on August 17, 1981, contained about 25 dated requirements.

On Se'ptember 1,1981 TVA provided additional information on their propos'al (see Enclosure).
TVA has requested schedular relief on six of the items.
The. staff has reviewed TVA's request and. agrees that they are reasonabl,e, with the possible exception of' two items.
One of the requested exceptions deals with the adequacy of the bstkup incore thermocouple readout, which we believe should be 23000F rat.:er.than 7000F as proposed by TVA.
The other exception concerns TVA's request to complete the Technical Support
~ Center by July 1,1983, rzther than the NRC's date of October 1,1982.
The sxaff will report on these items at the forthcoming Comission briefing.
In addition, the staff will be prepared to discuss recent operational events, i
