Dear Dr. Wang:

The Commission has issued the enclosed Amendment No. 6 to Facility Operating License No. R-106 for the Oregon State University TRIGA reactor in response to your filing dated July 10, 1980.

l This amendment authorizes you to store the fueled components for your AGN-201 facility, which has been dismantled, under your TRIGA license in accordance with your dismantling and disposal plcn submitted by letter dated December 18, 1978 and approved by NRC with a Safety Evaluation, Environmental Impact Appraisal and Negative Declaration dated March 8,1979.

l Based on the fact that tnis amendment completes an action which has had prior Connission approval and for which a Safety Evaluation, Environmental Impact j

Appraisal and Negative Declaration have been prepared, we have concluded that:

(1) the amendment does not involve a significant increase in the probability or consequence of accidents previously considered, does not involve a significant decrease in a safety margin, and, therefore, coes not involve a significant hazards consider-ation; i

(2) there is reasonable assurance that the health and safety of the public will not be endangered by this action; and l

(3) such activities will be conducted in compliance with the i

Commission's regulations and the issuance of this amendment will not be inimical to the common defense aM security or to the health and safety of the public.

We have determined that this amendment will not result in any significant-enviromental impact and that it does not constitute a major Commission action significantly affecting the quality of the human environment.

Having made these deteminations, we have further concluded that, pursuant to 10 CFR 51.5(d)(4), an environmental impact statement and negative declaration need not be prepared in connection with issuance of this amendment.
