Your July 20 and 24,1981 response to our Generic Letter No. 31-04 does not address our request for emergency procedures and training for station blackout. While you conclude with the statement " Arkansas.tluclear One should be able to mitigate the effects of the postulated event", the balance of your response discusses aspects of plant design and operation associated with the likelihood of a station blackout occuring, not with the mitigation of this event.
Our request remains that you implement procedures and training for station blackout by about September 1981, considering the items discussed in our Generic Letter flo. 81-04. 111 thin 20 days of receipt of th E letter please provide your schedule for implementation of these actions.
