us Hello:

O f p.

.g ng n-I wish to express to you my deep opposi.-

n to the irresponsible nuclear energy policies of the United States.

In particular, I am distressed about the imminent issuance of an operating license to the Diablo Canyon rriclear power facility - which has been built right next to the San Andreas Fault!

I fully understand that California has a great need for energy but I believe that the problems asso-ciated with nuclear means of generating it, i.e.,' dis-posal of its waste products and the vulnerability of nuclear plants to terrorists and saboteurs; are too dangerous to ignore.

If this great country is to survive environment-ally and economically, we must put our energy eggs into c

the renewable sources basket.

To continue exporting a large portion of GNP towards the purchase of nonrenew-able sources is a shortsighted, ruinous policy.

The production of energy via nuclear means is a capital intensive effort which benefits a wealthy few.

l Solar energy eroduction is labor intensive ~and would supply much ne< led jobs in this time of high unemploy-ment.

I ec11. feel much better about being an American if we 4p

+en clean, safe, aesthetically pleasing and renm able r technology instead of exporting nuclear technology wl. le promising to take back deadly radio-active waste products.

The problems associated with the transport and storage of plutonium and other highly radioactive elements are too hazardous to disregard.

I urge you to do all within your power to block b503 the grant of the Diablo Canyon operating license.

I J

l refuse to vote for any candid :te for public of fice who jh supports nuclear energy in any way, shape or form, and 8109010549 810818 PDR ADOCK 05000275 H

FDR L

At as you must know, there are many more like me in this environmentally aware state.

I wish to emphasize my desire to see much more done nationally to push the development of renewable sources of energy.

Sincerely, N..

I ask that this office use its powers to prevent the Diablo Canyon Nuclear Generating Facility from being loaded with uranium fuel rods.

I belive every nuclear la:ility is extremely dangerous and can never be judged safe due to gtschnical limitations, and this is especially and urgently true in the case of this particular facility because of its importunate p hxi b to HosgiiFault.

Of even more concegg to:.me_ is the history of pointed non-cooperation UCENSiNG h+s r' between the official proponents of this plant, including Pacific Gas and Electric (PG&E),the Atomic Safety and Licensing Board ( ASL3),

and the :uclear Regulatory Commission (NRC),against the_ concerned and unchecked growing cegment of the Californian population cautious of nuclear proliferation,as represented by the Abalone Alliance and L'othern for Peace organizations of San Luis Obispo County, the various trade labor unions which identify with this issue, individual physical ecientists who have spoken against the danger present, and lastly the of citizens who are compelled to risk their reputations a.d thousand:

livelihoods in a non-violent blockade of this pow'er plant.

It hac become apparent to me that the official policy of PG&E,the '3C, the Y.';L3, and any other office connected with protecting nukes,is to ir. ore the surging tide of worldwide alarm directed at the nuclear inductr: se promulge.;;ed by the United States Aderal Gcvernment that whenever possible,to withold from the pQ lic all pertinent fact:

would toni to cause alarm, and to deliberately cause distortionc of informationandlieconcerningnugaF'ddfst[whenconvenient.

1 has been or:;anised at the topmost levels of our Federal government which is designed to protect the investments of corporations that cuild nukes, including PGGE,at the expense of public security.

?.cports are now reaching us of the nearly doubled rate of infant mortalities around Three I. tile Island, the accident we were assured could never happen, and that will continue to happen for thousands of years, as radioactive water is dumped into the Susquehanna River and we are told it is " safe".

At top cenerating capacity, California recieves only 3% of its electricitf from nuclear fission.and has recently passed through an extended period of time with all of its commercial reactors shut down for repairs,to no detriment of the general economy. We don't need nukes and we certainly don't need another accident sitting around waiting to happen.

' he investmenu already made by PGOE at Diablo is small and easily abscrbed when compared to the probable projected cost of decommissioning the plant and the other costs of health and productivity certain to arise at some time in the future.I!uclear power is a bed bargain and neither of the United States nor PG&E is up to the reponsibility covernment incli M

""d required by the act of licensing and operating an atomic Tcactor.

s The Federal policy of protecting large investments beneath the litany of ""ational Security" has proven itself to be myopic and is now placing in 'eopardy the real and greater wealth of the citisenery of California, the United States, and my brothers and sisters throughout the world now and forever. Therefore I enjoin you to understand my concerns.

Jincerely yours, h

Dear Sirs:

In a thousand years or so, scattered across North America, there will be pits of deadly radioactivity near which no one will dare go.- Our children's children's children will think of these places and wonder at the folly of those who built them and those who allowed them to be built.

What will Diablo Canyon be like in a thousand years?

Please consider, in the days to come, the legacy you will leave for our posterity.

een s &, Mat FNW We could lose San Luis Obispo es a nice little university town.

We could also lose everything this side of the Cuesta Grade including all of the wonderful tourist attractions and fertile farm lands and even our homes.

How could this hanoen?

By allowing Diablo Canyon Nuclear Plant to open, that's how!

Consider a few Ver Instances:

Fer Instance-- would you send your son or daughter to a t.ollege to pre-pare for a career some four years hence in a place where some twenty years down the road he/she could end up in a cancer ward with leukemia, th - Gd problems, or sterility? A career as maeli as a future generation could be lost.

Radiation in low dosages could do that to Cal Poly students in four years.

Suppose that word got out all over the State? San Luis Obispo would be on its way to becoming a nice little ex-Railroad town!

Fer Instance--on yer vacation would you be dumb enough to spend a few days or even over night in motels or camping places, or especially eat it, a restaurant that could be contaminated but bad?

Engineers are smart guys and gals, but they're not God.

They don't have the answer to everything.

No way!

Furthermore, what would happen to the tourist industry? Suppose becausp \\j CD of radiation the following happened:

f3, g

o Pismo clams were ruined?

became dangerous as well as endangered species?. {j Tg Is this what good sportsmen want? Of, course not because this is not fair to animals or humans alike!

Fer 3 stance-- as farmers and ranchers, how would you like to have your vegetables and fruits--strawberries, lettuce, brocolli, etc.-- eggs, wine grapes, milk, chickens, and beef contaminated with cancer-producing substances, rendering them unfit for human consumption?

What middleman would be stupid enough to buy our farm products? San Luis Obispo produce could be banned in the Los Angeles and San Francisco produce markets and throughout the USA and abroad.

And rightly so!

Fer Instance-- take our housing industry.

What kind of a screw-loose family would want to have a contractor build a home or go to a realtor to buy or rent a house in a place where:

e Pregnant women e Preschool children e Senior citizens e Other high risk folks would all have to move out if something bad happened at Diablo?

What about those others of us--families dependent on Cal Poly--business men and women--teachers--students--farmers--hippies--everybody? Nope, the risk is too great to our economv.

It's that our ability to make a living could end up in a meltdown along with Diablo Canyon Nuclear Plant!

The people left--che survivors--would be hurt the worst!!

It wculdn't even take an earthquake to do this.

No, stree! It would jest take a coupla lil old human errors, plus a few unaccountable faulty situations cnd maybe a design problem that didn't get solved kinda like, Fer Instance!

So what to do?

First, let's tell our good friends at PG&E thanks, but no thanks!

We just plain car't afford to keep those air conditioners cooling off our neighbors in Bakersfield, Taft Fresno and the rest of the Valley dudes.

We just can't afford to keep all those big signs running night and day.

Maybe if all of us could conserve we wouldn' t even need Diablo. We'd have enough without ever pullin the switch at Diablo to turn that monster on!

Let's tell PG&Es our legislators, the NRC, the the Governor, and the President l

that we just can't afford to take the risk.

The first step in preparedness is to avoid the risk.

Let's you an'd I he.1p save San Luis Obispo from itself.

You can!
