I have received a copy of the PARTIAL IaITIAL DECISION, dated July 17, 1981, In the Matter of:
PACIFIC GAS Asi; ELICTRIC CCMPANY (Diablo Canyon Nuclear Plant, Units 1 and 2).
I agree !aith the Order that the Director of Nuclear Reactor Regulation is authorized to issue a license to authorize fuel load and low power testins up to 5% of rated power.
The long delay in this project has been unwarranted and excessive.
It is an essential addition to the power production of the Pacific Gas and Electric l
Company and its full capacity should be utilized as soon as possible.
