Dear Dr. Palladino:

I hope that messages from myself and other concerned citi-zens urging the Nuclear Regulatory Commission not to grant a low-power test license to the Diablo Canyon nuclear facility will be given full and fair consideration by the Co= mission in spite of the bias that the Commission's own arm, the Atomic Safety and Licensing Board,..as.'amonstrated in favor of utility representatives.
California citizens are deeply troubled by the prospect of making this facility opctational, even at a low level, before all the questions in regard to earthquake hazards and waste dis-posal have been adequately answered.
To risk the environmental health of an unknown number of people and a large area of our beautiful state in order to bail out the ill-advised and pre-cature investment of a large corpora-tion woulc be at the very least irresponsible, if not outright venal.
