Dear Sir:

Three Mile Island Nuclear Station, Unit 1 (TMI-1)

Operating License No. DpR-50 Docket No. 50-289 Control Room Design (NUREG 0752 Supp. 1)

The information provided below supplements our response of January 21, 1981 and addresses the open items of NUREG 0752 supplement 1:

Item Response / Comment 3b,g The subject document states that our final resolution to NRC items 3.b and 3.g will be addressed in our Detailed Control Room Design Review (DCRDR) Report; and that, the report will be required by NUREG-0700, when issued. To the extent the NUREG 0700 requires review and Jocumentatior. beyond that included I

in our report, "A Review of the Three Mile Island Unit 1 l

Control Room from a Human Factors Viewpoint: (December, 1980) then the additional reulews will be documented but not neces-sarily in a DCRDR report.

Likewise, we will document our final resolution to items 3.b and 3.g, but it will not necessarily be in a DCRDR report.

3.e The subject document requires that we report our findings on our investigation on systems and t.ichniques for effective communication of indicator and display lamp status information to operators where " push-to-test" lamp status information is not already available. We will investigate systems and tech-niques for lamp status indication and document the results of the investigation.

4.c Permanent normal and abnormal color coded operating bands will be installed on those meters of safety significance for which normal and/or abnormal ranges can be unambiguously defined. No 8109010470 810828 DR ADOCK 05000289

.a normal and/or abnormal bands will be placed on meters where such placement may confuse or mislead the operators. The installation of permanent normal and/or abnormal range markings will be accomplished by the end of the first re-fueling outage.

14.c Item 14.c of the subject document requires that a backup readout capabilr i,, powered independently of the CRT (primary dispicy), be installed in the control room for displaying a-

?

minimum of 16 incore thermocouple readings (four from each quadrant). A backup display system will be present in the r

TMI-l control room for displaying incore thermocouple tempera-ture 'information should the CRT (primary display) fail. A line printer driven by the Bailey 855 process computer can

~

J display the required thermocouple information to the operator in the event of a loss of the CRT driven by the MOD COMP process computer. The Bailey 855 is powered from inverter lE, which is an uninterruptable power source, for increased reliability.

The CRT (primary display) is powered from a different source than. the Bailey 855.

Sincerely, f
