r Appendix A NOTICE OF VIOLATION Toledo Edison Company Docket No. 50-346 As a result of the inspection conducted on June 1-30, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
Technical Specification 3.7.10 requires tha. ill penetration barriers shall be operable and when a penetration becomes
,perable a fire watch shall be posted.
Contrary to the above, while conducting a routine plant tour, the inspector determined that:
1.
On March 16, 1981, four one-half inch unsealed holes were present on the Control Room Equipment Room east fire wall and; 2.
On April 3, 1981, two one-half inch unsealed holes in the north wall of Room 427B, Low Voltage Switchgear Room, were present.
Both of these walls are firewalls covered by Technical Specification 3.7.10, and no fire watches were present.
'Ihis is a Severity Level IV violation (Supplement I.D).
The inspet.uon showed that action had been taken to correct the identified item of noncompliance and to ptnient recurrence.
Consequently, no reply to this item of noncompliance is required and we have no further questions re-garding this matter.
