Dear Mr. Brown:
I am responding to your fetter regarding the August 10, 1981 staff briefing of the Commission regarding u.~;ontested issues in the Diablo Canyon licensing proceeding and the statement made during he course of that briefing in response to a question whether Commissior.ars may meet ex parte with parties to the proceeding to discuss the Licensing Board's liinial of proposed contentions.
The General Counsel misunderstood the question and this misunderstanding became apparent immediately following the meeting.
Commission offices were then informed within a few hours of the meeting that it would not be appropriate for them to meet off the record with parties to this proceeding to discuss the cenial of con ten. '.cns.
