This will confirm recent telephone conversations with Messrs. Russell Rentschler and Odell Smith of your staff concerning the review and imple-f mentation of the security plan for the protection of special nuclear material at Energy Systems Group headquarters facility authorized by NRC License SNM-21. As indicated in those discussions, recent changes in the

]

Energy Systems Group business situation indicate that it is no longer cost effective or practical to proceed with development and implementation of an approved security plan to meet the requirements of the NRC Security Upgrade Rule.

Therefore, it is now unnecessary for the NRC Licensing Staff to continue their review of the Energy Systems Group upgrade security plan, ESG-80-28, as revised and submitted in March 1981.

Rather, it is far more reasonable and cost effective during the remaining period that our inven-tory of highly enriched material exceeds strategic quantities for us tc develop interim security requirements directed to meeting the necessary physical protection of the special nuclear material as required by the Security Upgrade Rule without significant physical modifications to our facility and the consequent major capital expenditures.

As I stated to Messrs. Rentschler and Smith, I will be on vacation from July 27 through August 14, 1981.

Immediately following my return, I plan to work with your staff to develop a satisfactory interim plan for the protection of special nuclear material here at Energy Systems Group.

As discussed in our telephone conversations, I suggest that a visit to ESG by Messrs. Rentschler and Smith at chat time would be extremely productive aMCf2 rEE PAlQ R
