Dear Mr. Stampicy:
In a letter dated February 14, 1975, from your Mr. J. McCaughy, you provided information supplementing that previously submitted in the Grand Gulf Nuclear Station PSAR concerning the design of the diesel generator starting air, lube oil, and jacket cooling auxiliary systems.
You requested that the NRC staff consider the information and provide you with comments so that you could continue your procuremant program for this equipment.
Subsequent to our receipt of the above cited letter from Mr. J. McCaughy, you filed Amendment 22 dated April 4, 1975 to the Grand Gulf PSAR incor-porating the same supplementary information.
The NRC staff safety evaluation of the quality group classification ar.d seismic classification of the diesel generator auxiliary systems as described in Amendment 22 to the Grand Gulf PSAR has been completed.
During our initial review of the PSAR, you were not required to classify the diesel generator auxiliary systems as Regulatorf Guide 1.26 Quality Group C because the review of the Grand Gulf construction permit appli-cation preceded the NRC staff's classification of these systems. Thera-fore, in order to establish a quality level for the components of the diesel generator auxiliary systems which in general correspond to that of Quality Group C, we vill require that the Grand Gulf design comply with the following requirements in addition to the codes and standards identified in Amendment 22 to the PSAR:

The assembly of the Diesel Generator Auxiliary Systems shall be performed by qualified welders under the provisions of Section VIII of the ASME Code and the QA program covering tha design and fabrication of the diesel generators.
4 3s All inspection records shall be maintained for the life of the plant.
These records should include data pertaining to qualifi-

cation of inspection personnel, examination procedures, and exami-nation results.
We conclude that the codes and standards identified in PSAR Amendment 22 including those additional requirements proposed by the NRC staff and the Seismic Category I desigr. requirements for the Diesel Generator Auxiliary Systems will provide a component quality level that in gener 1 corresponds to Regulatory' Guide 1.26 Quality Group C and is commensurate with the importance of the safety function of the Diesel Generator Units and are, therefore, acceptable.
If you agree to adopt the additional requirements proposed i: the NRC staff listed above, your design provides an acceptable basis upon which to proceed with construction during the post-construction permit period.
However, we will require that detailed design information be submitted in the Grand Gulf Nuclear Station FSAR so that the NRC staff can make a final safety evaluation as part of our final review of the operating license application.
