Dear Mr. Engelken:

On May 14, 1981, Pacific Gas and Electric Capany reported an apparent design deficiency at Diablo Canyon in accordance with the pro-visions of 10 CE'R 50.55(e). This apparent design deficiency concerned the neutral block attachment for 120 VAC vital instrument power supply panel No. PY-13.

This telephone report was followed with a written interim report on June 12, 1981.

Modifications have been cmpleted to neutral block attachments cn all 120 VAC vital power panels.

Information gained during the modifi-cation proc.ess clearly shows that the probim encountered on panel Ib.

PY-13 was an isolated occurrence and was not generic in nature. The modifications made to other 120 VAC vital pow r panels, although not required to maintain their safety-related functions, do represent an improvement in the mounting of the neutral block.
